【충북 브레이크뉴스】임창용 기자=청주시는 행정안전부가 주관한 ‘2025년 제안활성화 우수기관 평가’에서 전국 평가대상 기관 중 유일하게 △기관 △공무원 △중앙우수제안 등 세 부문 모두에서 수상의 영예를 안았다고 12일 밝혔다.

기관 부문 국무총리 표창을 비롯해, 제안실행 분야에서는 시 소속 공무원이 각각 1위와 3위를 차지했으며, 중앙우수제안 부문에서도 2명이 장관 표창을 받았다.

이로써 청주시는 제안제도 운영과 혁신행정 실천에서 전국 최고 수준의 역량을 다시 한번 입증했다.

특히 청주시는 그동안 중앙부처와 서울·경기권에 집중돼왔던 우수기관 선정의 관행을 깨고, 2022년 대통령 표창과 2023년 장관 표창에 이어 올해도 다시 우수기관으로 선정되며 민선 8기 소통·공감 행정의 성과를 확고히 했다.

제안활성화 우수기관 평가는 행정안전부가 2011년 도입한 제도로, 국민 제안문화 확산을 위해 매년 중앙행정기관, 시·군·구, 교육청, 공공기관 등을 대상으로 우수기관을 선정한다. 

이번 평가는 제안 채택·실시율 향상과 실질적인 제안활성화 사례 등을 지표로 삼아 1차 내부심사, 2차 중앙우수제안 심사위원회, 국민투표를 거쳐 진행됐다.

2021년 150건이었던 시민 제안은 올해 11월 기준 548건으로 3.7배 증가했으며 제안 실시율(시민 제안, 공무원 제안 총합)은 4.5배 이상 향상돼 민선 8기 소통 공감 행정 역량이 시민 참여 확대로 이어진 것으로 분석됐다.

아울러 시는 시민 불편사항을 선제적으로 해결하기 위해 ‘일상플러스 추진단’(비제안 전담 대응 TF팀)을 출범, 일상 속 작은 불편까지도 적극 개선해 높은 평가를 받았다. 

또한 전국에서 선발된 제안활성화 우수공무원 7명 중 2명이 청주시 소속으로, 각각 국무총리 표창과 장관 표창을 수상했다. 

대중교통과 심경태 주무관은 청원·청주 통합 이후 교통체계 개선 과제로 ‘수요응답형(DRT) 콜버스’를 도입해 시민 편의를 높인 공로로 국무총리 표창을, 자원정책과 안광석 주무관은 공공 주도의 다회용기 세척센터를 전국 최초로 추진한 점이 호평받아 장관 표창을 수상했다.

또한 2025년 중앙우수제안 경진대회에서도 차량등록사업소 서재형 팀장의 ‘지주형 승강장 야간조명등 설치 제안’과, 관광과 이건희 주무관의 ‘납기 알림 문자 서비스 제안’이 장관상을 받아 공무원 제안 부문에서도 우수한 성과를 거뒀다.

이범석 청주시장은 “시민과 직원들의 열정, 그리고 이를 북돋아 준 청주시의 노력이 대외적으로도 인정을 받아 제안활성화 전 부문(기관·공무원·제안) 수상으로 이어졌다”면서 “전국 최고의 소통공감도시로서 앞으로도 시민과 함께하는 열린 행정을 구현하기 위해 최선을 다할 것”이라고 밝혔다.

The Evaluation of Outstanding Proposal Promotion Organizations, introduced by the Ministry of the Interior and Safety in 2011, annually selects outstanding organizations from central administrative agencies, city/county/district offices, offices of education, and public institutions to promote a culture of citizen suggestions.

This evaluation, based on indicators such as improved proposal adoption and implementation rates and actual examples of proposal promotion, proceeded through an initial internal review, a second round by the Central Excellent Proposal Review Committee, and a national referendum.

The number of citizen suggestions increased 3.7-fold from 150 in 2021 to 548 as of November this year. The proposal implementation rate (combined citizen and public official suggestions) increased by more than 4.5-fold, demonstrating that the 8th elected government's communicative and empathetic administration capabilities have led to increased citizen participation.

Furthermore, the city launched the "Daily Plus Task Force" (a dedicated non-proposal response task force) to proactively address citizen inconveniences. This effort has earned high praise for proactively addressing even the smallest inconveniences in everyday life.
