【충북 브레이크뉴스】임창용 기자=지난 12일 옥천공동체허브 누구나에서 옥천군 마을공동체 지원센터가 주관하고 옥천군이 지원한 ‘지속 가능 옥천 발전을 위한 부문별 공동 의제 발굴 민관 합동 워크숍’이 열렸다. 

이날 워크숍은 제1기(2026~2030) 옥천군 사회적경제 활성화 기본계획 수립 과정의 일환으로 옥천군 주요 정책 부서 담당자들과 사회적경제조직 현장 활동가 간 소통을 통해 사회적경제 활성화 전략과 옥천군 주요 정책 과제들을 긴밀하게 연계시키고 민관 협력 방안을 모색하기 위해 마련됐다. 

또한 군 공직자들이 사회적가치 실현에 앞장서고 있는 사회적경제 활동가들을 만남으로써 옥천군 주요 정책이 경제적 효율성만을 중심으로 수립되기보단, 보다 사회적가치를 중심에 두고 혁신적 방식으로 설계될 수 있도록 돕고자 하는 취지도 담겨 있다.

이날 워크숍 토론 테이블은 △면 지역 균형발전 △먹거리와 지역경제 △환경ㆍ생태ㆍ관광 △인구감소 대응과 주민 삶의 질이라는 네 개 부문으로 구성되었다. 각 테이블에 참여한 사회적경제조직 현장 활동가와 관련 부서 공무원들은 해당 부문에 있어 서로의 활동과 생각을 나누고 지속가능 옥천 발전을 위한 공동 의제를 토론하는 뜻깊은 시간을 가졌다. 

특히 이날 워크숍은 퍼실리테이터로 활동하는 옥천 주민들로 구성된 라온사회적협동조합이 워크숍 전반을 설계하고 진행해 그 의미를 더했다.

황규철 옥천군수는“이번 워크숍은 민과 관이 만난다는 의미도 크지만 자기 부서 칸막이를 넘어 협업하는 일이 아직은 낯선 공직자들이 자기 사업만이 아닌 지역의제를 중심으로 만나 여러 아이디어를 나눴다는 데서도 큰 의미가 있다”며 “아무쪼록 지역발전을 위한 정책의 공동 생산자로서 사회적경제 현장 활동가와 옥천군 공직자들이 서로에게 한 발짝 더 다가간 계기가 되었길 바라며 이런 자리가 계속 마련될 수 있도록 옥천군이 더 적극 지원하겠다”는 뜻을 밝혔다.

On the 12th, the "Public-Private Joint Workshop to Develop Shared Agenda Spotlight for Sustainable Okcheon Development," hosted by the Okcheon County Community Support Center and supported by Okcheon County, was held at the Okcheon Community Hub Nugu.

As part of the process of establishing the Okcheon County Social Economy Revitalization Basic Plan for Phase 1 (2026-2030), the workshop was designed to foster communication between officials from key policy departments in Okcheon County and field activists from social economy organizations. This aimed to closely link the county's social economy revitalization strategy with key policy initiatives and explore public-private partnerships.

Furthermore, by having county officials meet with social economy activists who are leading the way in realizing social value, the workshop aims to foster innovative approaches that prioritize social value over economic efficiency in key Okcheon County policies.

The workshop discussion tables were organized into four areas: balanced regional development, food and the local economy, environment, ecology, and tourism, and population decline response and quality of life for residents. Social economy activists and government officials from relevant departments participated in each table, sharing their activities and insights in their respective areas and discussing common agendas for sustainable Okcheon development.

The workshop was particularly meaningful as the facilitator, Laon Social Cooperative, comprised of Okcheon residents, designed and led the entire workshop.

Okcheon County Governor Hwang Gyu-cheol said, “This workshop is significant not only for bringing the public and private sectors together, but also for the fact that public officials, who are still unfamiliar with collaborating beyond their departmental walls, met and shared various ideas centered on regional issues rather than just their own projects.” He added, “I hope that this workshop will serve as an opportunity for social economy activists and Okcheon County public officials to take a step closer to each other as co-producers of policies for regional development. Okcheon County will actively support so that such opportunities can continue to be created.”
