현재 청주시 정보보호팀은 팀장을 포함해 단 3명의 인력으로 운영되고 있다. 인구 50만 이상을 보유한 타 주요 지방자치단체들이 대부분 5명 이상의 보안 전담 인력을 배치하고 있는 것과 비교하면 매우 취약한 수준이다. 인구 89만 명에 달하는 대도시의 정보보안을 단 3명이 담당하는 구조는 지자체 간 비교에서도 뚜렷한 격차를 드러낸다.

상황을 더욱 시급하게 만드는 것은 정부 지침이다. 2026년 5월부터 시행된 국정원 국가 사이버보안 기본지침에 따르면 각 기관은 전산 및 방송통신 등 전체 정보화 담당 인력의 10% 이상을 사이버보안 전담 인력으로 확보해야 한다. 청주시의 정보화 관련 인력이 약 80명 수준인 점을 감안하면 최조 7~8명의 정보보호 인력이 배치되어야 하지만, 현재 청주시의 실정은 이에 절반에도 미치지 못한다.
