협의체는 즉각적인 주거 지원이 필요한 저소득 취약계층 2가구를 선발해 맞춤형 전세 주거 지원을 실시하고, 심리·정서적 케어와 경제적 역량 강화 프로그램을 통합 제공할 예정이다. 지원 대상은 LH 전세 임대나 공공임대 등 기존 공공 제도의 활용이 어렵거나 대기기간이 길어 당장 갈 곳이 없는 기초생활수급자, 차상위계층, 기준중위소득 100% 이하 가구를 중심으로 발굴한다.

특히 이번 사업은 일회성 현금 지원 방식에서 벗어나, 협의체와 임대인이 직접 임대차 계약을 체결한 뒤 대상 가구에 주거 공간을 제공하는 방식을 채택했다. 거주 기간이 끝난 후에는 임대보증금을 회수하여 또 다른 위기가구 지원에 재투입할 수 있어, 복지 배분금의 지속가능성과 지원 효과를 극대화할 수 있을 것으로 전망된다.
