Jecheon City Council Member Kim Jin-hwan Urges Support for Market Development Beyond Startups Amid Rising Closure Rates of Youth Enterprises

“Must Establish Support System for Youth Enterprise Growth and Entry into Public Markets”

During the second plenary session of the 361st extraordinary session, the Jecheon City Council strongly urged the city to shift the focus of its youth startup support policies away from simply encouraging new businesses and toward supporting the market development and sustainable growth of youth enterprises.

Citing statistics from the National Data Center and Chungcheongbuk-do youth statistics, Council Member Kim Jin-hwan pointed out the grave reality that the number of business closures in the Jecheon region has exceeded the number of new youth-led businesses. He criticized the lack of a follow-up management system to verify whether youth enterprises actually maintained revenue and employment after the support ended, despite the city currently executing a budget of approximately 2.367 billion won for support programs related to youth enterprises, such as loan interest subsidies and employment incentives. Furthermore, the speaker pointed out the limitations that make it difficult for youth enterprises to enter public sectors—such as tourism, festivals, public relations, and design—during the private consignment and subsidy projects currently being pursued by Jecheon City, despite the existence of public demand for participation. Consequently, it was proposed that opportunities be expanded to allow youth enterprises to participate in the public market within the framework of contract laws and fair competition.

In conjunction with the amendment of the Jecheon City Youth Basic Ordinance, three specific tasks were presented: establishing grounds for regular surveys on the status of youth enterprises; providing information on public demand and market development beyond management and financial support; and designating a dedicated connection point utilizing the Youth Center to monitor performance.

Jecheon City Council Member Kim Jin-hwan stated that ordinances are not merely lists of regulations but norms that promise the administration's responsible roles. He emphasized that Jecheon City must move beyond being a city that simply encourages startups and establish a responsible administrative system to enable youth enterprises to establish business relationships, grow, and settle in the region.
