이번 계획은 △모두가 살기 편한 행복도시 △혁신과 일자리가 가득한 경제도시 △즐거운 체험이 가득한 문화·관광도시 △안심하고 살 수 있는 친환경 건강 도시를 추진 전략으로 담았다.

다수 산업단지 개발과 일자리 창출을 통한 인구 유입으로 성장형 도시의 면모를 갖추면서, 2040년 예상 인구를 27만 명으로 전망했다.
