충북 옥천 출신인 천 내정자는 1987년 공직에 입문하여 교육부 지방교육재정과장, 공주대 사무국장, 충북교육청 부교육감 등을 역임한 교육 전문가다. 풍부한 교육 행정 경험과 정책 네트워크를 갖추고 있어 충북도립대학교의 혁신을 이끌 적임자로 평가받았다.

앞서 충북도는 지난 7월 해임된 김용수 전 총장의 후임을 공모했으며, 8월 28일 도립대 총장임용추천위원회는 12명의 신청자 중 천범산, 김태영 두 후보자를 추천했다. 인사위원회는 학령인구 감소와 산업구조 변화에 발맞춘 혁신이 필요한 시점에서 천 후보자가 적임자라고 의견을 모은 것으로 전해졌다.

천범산 내정자는 결격 사유 조회 등을 거쳐 오는 9월 또는 10월 중 취임할 예정이라고 밝혔다.
