【충북 브레이크뉴스】임창용 기자=충북도의회 산업경제위원회는 1일 제430회 정례회 제5차 회의를 열고 농업기술원과 농정국에 대한 2026년도 예산안을 심의했다. 

오전 진행된 농업기술원 예산안 심사에서 이의영 의원(청주12)은 농산물 가공기술 표준화 사업과 관련해 “직접사업이 신설된 취지는 공감하지만 예산이 행사성 중심으로 편성되어 실질적 성과를 담보하기 어렵다”고 지적하며 “현장에서 필요한 기술 표준화가 제대로 이뤄지도록 노력할 것”을 주문했다.

박경숙 의원(보은)은 아열대 작물 맞춤형 시설환경 개선 시범사업에 대해 “아열대 작물은 기후 변화 대응을 위한 전략작목으로 중요성이 크다”며 “이번 시범사업이 단순한 시설 설치에 그치지 않고 실증 결과가 축적돼 향후 정책 확대의 근거가 될 수 있도록 체계적인 관리가 필요하다”고 말했다.

이옥규 의원(청주5)은 농업기술 국제협력 사업과 관련해 “자매결연 지역과의 협력이 현재 충북 농업기술 여건과 실제로 부합하는지 주기적 점검이 필요하다”며 “형식적 방문이 아니라 연구·기술개발·현장 보급에 기여하는 실질적 국제협력 체계를 구축해야 한다”고 강조했다.

오후에 진행된 농정국 예산안 심사에서는 임병운 의원(청주7)은 농소막 민간위탁과 관련해 “현재 농소막 운영 구조로는 수익성 확보가 사실상 어려워 이 구조 개선 없이는 위탁을 맡으려는 주체가 없을 것”이라며 “숙박시설 확충, 단체 고객 유치, 농산물 판매 연계 등 활성화를 위한 다양한 방안을 마련해 실질적인 개선이 이뤄지도록 해야 한다”고 강조했다.

이종갑 의원(충주3)은 충북농정혁신리더스포럼 운영 관련해 “포럼의 연구원 위탁 운영은 민간 참여와 자발성이 오히려 약화될 우려가 있다”고 지적하며 “법인화가 예정된 2027년까지는 농정국이 직접 책임 있게 운영을 안정적으로 마무리해야 한다”고 지적했다.

유재목 의원(옥천1)은 충북형 귀농·귀촌 보금자리 조성 사업과 관련해 “해당 사업은 2개년으로 설계됐음에도 모든 시·군에서 1년씩 지연되고 있다”며 “사업 지연은 시·군의 공사비 증가와 추가 예산 부담으로 이어질 수 있는 만큼 도가 사업 관리와 일정 관리를 더욱 철저히 해 계획된 기간 내 공사가 완료될 수 있도록 책임 있게 추진해야 한다”고 당부했다.

김꽃임 위원장(제천1)은 “영농정착지원금, 농촌인력 중개센터 운영지원, 농촌 돌봄서비스 활성화 등 농민에게 꼭 필요한 국비 예산이 전반적으로 감소했다”며 “정부에 적극 건의해 축소된 사업들이 원상 복구될 수 있도록 도 차원의 대응이 필요하다”고 강조했다.

이어 김 위원장은 “청년농업인·여성농업인·취약계층 등 농촌의 다양한 주체에 대한 지속적인 관심과 지원이 필요하다”고 강조하며 “도지사의 농어민 공익수당 100만 원 공약이 여전히 이행되지 않고 있다”고 꼬집었다. 

산업경제위원회는 예산안 심사 후 ‘충청북도 농업기계화 촉진 및 지원에 관한 조례안’을 심의해 원안가결 했다.
