North Chungcheong Provincial Council Holds One-Day Provincial Assembly Member Experience with Chungju Elementary, Middle, and High School Students… Conducting Field Education on Grassroots Democracy

The North Chungcheong Provincial Council successfully held the 137th Youth Assembly Classroom in the main assembly hall, with 27 elementary, middle, and high school students from the Chungju region in attendance.

The Youth Assembly Classroom is an educational program where students, the future leaders, transform into one-day provincial assembly members to experience the core roles of a local council and the principles of democratic decision-making by directly carrying out tasks such as the election of a chairperson, deliberation on ordinances and proposals, and two-minute free speeches.

Identical to actual legislative activities, the participating students submitted agenda items including the "Ordinance Mandating Student Reading Time," the "Proposal for Creating a Respectful School by Preventing Infringement of Teachers' Rights," and the "Proposal for Creating a Youth-Only Cultural and Recreational Space in Downtown Chungju." They personally led the procedures for explaining proposals, debating, and voting. In particular, heated debates among the youth ensued during the deliberation of the "Ordinance Mandating Student Reading Time," which was a key agenda item. Students engaged in in-depth discussions from various perspectives, juxtaposing arguments from the proponents—that minimum reading opportunities must be legally guaranteed amidst busy daily lives—with concerns from the opponents—that it could undermine reading autonomy and restrict unique school-specific activities.

During the subsequent two-minute free speech session, diverse ideas for healthy growth and realistic issues experienced in actual school life were presented, including "creating a warm school culture through eye contact, honorifics, and continuous speech," "schools with proper digital device usage and rest," and "guaranteeing time for physical activity for youth."

Jo Seong-tae, a member of the Chungcheongbuk-do Provincial Council who encouraged the students' legislative experience on-site, stated in an interview, "I hope this experience served as an opportunity for youth to easily and familiarly understand grassroots democracy and the functions of the local council, which may be unfamiliar to them." He added, "The Council will spare no support to ensure that the youth, who will lead the future of Chungbuk, can confidently express their opinions and proactively pursue their dreams."
