이번 사업은 고춧대와 깻대, 과수 전정가지 등 농사 과정에서 필연적으로 발생하는 부산물을 현장에서 직접 파쇄해 주는 정책이다. 영농부산물을 제때 안전하게 파쇄하면 병해충 발생 원인을 줄일 수 있을 뿐만 아니라, 농가 관행으로 이어지던 소각 행위를 예방해 농촌 지역의 산불 방지와 공기 질 개선에 크게 기여할 수 있다.
