Chungcheongbuk-do Provincial Council Pushes for Enactment and Amendment of Ordinances on University Innovation and High-tech Industries… Significantly Strengthening Legal and Administrative Foundations
Councilors Lee Yun-jae, Lee Sook-ae, and Lee Jae-myeong Representative Propose Amendments to Related Ordinances
The Science and Economy Committee of the Chungcheongbuk-do Provincial Council has launched a full-scale effort to overhaul relevant ordinances aimed at promoting innovation in local universities and boosting the competitiveness of future high-tech industries.
The proposed amendments focus on solidifying the legal framework of a regional innovation-centered university support system, while also reorganizing committees and policy-making systems related to the secondary battery and elevator industries to be more efficient.
Specifically, reflecting amendments to the Higher Education Act, the title of the existing Ordinance on the Establishment and Operation of the Chungbuk Regional University Innovation Support Center has been completely revised to the Ordinance on the Establishment and Operation of the Chungcheongbuk-do Regional Growth Talent Cultivation System. The amendment clarifies the operational basis for the Regional Innovation University Support Committee, which consists of a total of 21 members including two co-chairs, and details the designation, management, and supervision of dedicated agencies; procedures for annual performance evaluations and appeals; and the establishment of a cooperative system with other local governments. The status of the existing Chungcheongbuk-do RISE Committee and Support Center will be stably succeeded through transitional measures.
An official from the Provincial Council, who explained the purpose of the amendment on-site, stated that for regional universities and local industries to achieve mutual growth, responsibilities and procedures must be clearly defined throughout the entire process, from project decision-making to execution and evaluation. He further explained that this comprehensive revision will serve as an opportunity to further solidify a virtuous cycle ecosystem that directly fosters and retains talent needed in the region.
In addition, amendments to ordinances related to the promotion of the elevator and secondary battery industries are also being pursued. The Elevator Industry Support Ordinance has revised terminology to align with relevant laws and adjusted the cycle of development plans from annual to five years. Furthermore, the relevant committee has been transitioned to a non-permanent system, formed only when an agenda item arises and dissolved after deliberation. The Ordinance on Support for the Secondary Battery Industry has also significantly revised the basis for the delegation of functions and duties to better reflect reality, along with the ad-hoc operation of the committee.
An official from the council added that they intend to establish an efficient support system capable of responding nimbly to pending issues in high-tech industries, such as secondary batteries, by clearly defining the legal definition and policy cycle of the elevator industry to strengthen technological competitiveness and reducing the formal burden of committee operations.
These revised ordinances are scheduled to be fully implemented following review by the Science and Economy Committee during the 437th Regular Session and approval by the plenary session.
