글로벌 R&D 클러스터 조성, 제조 및 기술 경쟁력 강화

  이차전지는 미래 산업을 움직이는 핵심동력으로 세계 각국이 글로벌 시장 선점을 위해 경쟁 중인 유망산업이다.

 

  충북은 국내 이차전지 생산과 수출 1위 지역이며 오창을 중심으로 이차전지산업 생태계가 잘 조성돼 있고, 최근에는 전국 유일의 이차전지 소부장 특화단지로 지정되는 등 이차전지산업을 견인해왔다.

 

  그러나 충북도는 현재에 머무르지 않고 글로벌 이차전지산업 패러다임 변화에 적극적으로 대응하며, 대한민국이 세계와의 경쟁에서 우위를 확보하는 데 기여하고자 새로운 전략을 마련하게 됐다.

 

  충북도가 수립한 ‘이차전지산업 육성 전략’을 살펴보면 우선, 세계 이차전지 원천기술·생산공장 컨트롤타워 역량 확보와 둘째, 이차전지 소부장·제조·재활용 전주기 밸류체인 경쟁력 강화를 통해‘이차전지산업 글로벌 선도 충북 실현’하겠다는 비전을 제시했다. 

 

  3대 전략, 9대 핵심과제, 45개 세부사업으로 이뤄지며, 2030년까지 투입되는 사업비는 국비, 지방비, 민자를 포함해 총 8조 7,417억 원에 이를 전망이다.

 

  이번에 마련한 3대 전략은 민관 협력을 통해 세계 이차전지 원천기술·제조기술의 중심지로서 글로벌 이차전지 R&D 클러스터 조성, 질적·양적 역량 확대 및 초격차 위상 확보를 위한 제조 및 기술 경쟁력 강화, 급변하는 이차전지산업에 능동적으로 대응할 수 있는 산업 체계를 구축하는 선순환 혁신 생태계 조성이다.

 

  추진전략의 완성도와 실행력을 높이기 위해 마련한 9대 핵심과제로는 글로벌 이차전지 R&D 클러스터 조성을 위한 기업 R&D 집적단지 조성 지원, 기술개발·상용화 전주기 지원 기반 구축, 공동 협력 R&D 플랫폼 마련 과제가 있다.,

 

  제조 및 기술 경쟁력 강화를 위한 셀-소부장 생산역량 확대, 차세대 이차전지 기술개발 선점, 스마트그린 제조공정 혁신 과제가 있다.

 

  마지막으로 선순환 혁신 생태계 조성을 위한 핵심과제로 산학연 연계 전문인력 양성, 창업·투자·마케팅 지원기반 활성화,  협력 네트워크 강화 과제가 있다.

 

  9대 핵심과제 중 특히 주목해 볼 만한 과제로는 4개 과제를 꼽을 수 있다.

 

  우선 이차전지 소재-셀-팩-응용제품-재활용 전주기에 대한 기술개발·상용화를 지원하기 위해 시험·평가 인프라를 집적화하는 과제이며, 다음으로 민·관, 수요·공급기업간 오픈이노베이션을 이끌 민-관, 수요-공급기업간 R&D 협력체계를 구축하는 과제이다.

 

또한 기존 리튬 이온전지의 성능과 안전성을 획기적으로 높인 차세대 이차전지 기술개발 지원 및 선점을 위한 인프라 구축 과제도 있다.

 

 마지막으로 현장 수요 맞춤형 고급·중급·초급 등 실무 인력을 양성하는 과제인데, 이는 이시종 도지사의 “신성장산업은 인력양성이 뒷받침해야 추진력을 얻을 수 있다.”는 발언과 맥을 같이 한다.
