정책복지위원회 박봉순 의원(청주10, 사진)은 12일 ‘충청북도 남성 육아휴직 활성화 지원 조례안’을 발의했다.

이 조례안은 지난해 12월 일부 도의원들이 정책테마연수를 다녀온 스웨덴의 가족친화적 환경 및 양성평등 정책에서 착안한 것으로 남성의 육아 참여 증진을 통해 여성의 양육 부담을 경감하고 가족 친화적인 사회환경 조성을 목적으로 하고 있다. 

조례안에는 충청북도지사가 남성의 육아휴직 활성화를 위해 필요한 여건을 조성하고, 이를 위한 지원계획을 수립해 시행하도록 명시하고 있다. 지원계획에는 남성 육아휴직 활성화 정책의 추진 방향, 재원 조달 방안 등이 포함되어 있다. 

또 육아휴직에 따른 경제적 부담을 완화하기 위해 남성 육아휴직자 및 육아휴직 장려기업을 대상으로 재정적 인센티브를 지원하는 사항과 남성 육아휴직에 대한 사회적 인식개선을 위한 교육 및 홍보 등에 관한 사항을 담고 있다. 

충청북도는 올해 신규사업으로 ‘남성육아휴직 1호 기업 지원’을 위해 도내 100인 이하 중소기업사업장 6곳을 선정해 각각 1,000만 원을 지원할 계획이다. 

도의회는 이번 조례안이 남성의 육아휴직 참여율을 높이고, 가족 모두가 행복한 육아 환경을 조성하는 데 기여할 것으로 기대하고 있다.

박봉순 의원은 “이번 조례안이 단순히 출생률을 높이려는 게 아니라 남성의 육아 참여를 활성화하고, 가족 친화적인 사회환경을 조성하는 데 중요한 역할을 할 것”이라며 “남성 육아휴직이 활성화 될 수 있도록 집행기관과 지속적으로 협의해 나갈 계획”이라고 밝혔다.

이 조례안은 오는 22~30일 열리는 충북도의회 제416회 임시회에서 심의·의결할 예정이다.
