위원회는 추경 예산안에 올라온 당산 벙커 활성화 사업(3억 5,000만 원), 충북도립극단 운영(8억 원), 신관 사무공간 환경개선 사업(7억 6,500만 원), 검도팀 창단(4억 3,000만 원), 전기자전거 출·퇴근 이용요금 지원 사업(4,000만 원), 인생샷 감성 포토존 조성사업(3억 원) 등에 대해 집중 질의했다.

최정훈 의원(청주2)은 당산벙커 문화예술 전시·공연 공간 활용 사업과 관련해 △시설 안전성 문제 △전시 공간 제습 문제 △화장실 미비 및 주차 공간 협소 문제 △시설 용도변경 및 임시사용허가 문제 등을 지적했다. 

최 의원은 “충무시설을 문화시설로 활용하기 위해서는 더 높은 안정성, 쾌적성, 편의성을 갖춰야 함에도 충분한 준비와 협의 없이 이렇게 무리해서 문화시설로 활용해야 하는 것인지 의문이 든다”고 밝혔다.

이옥규 의원(청주5)은 지난 당초예산 심사 때 예결위에서 삭감된 충북도립극단 예산이 다시 계상된 이유와 사업계획 보완점 등에 대해 질의한 뒤 “도립극단 조직 구성과 운영, 소속원 신분 문제 등에 관해 법적 근거와 기준을 마련하고 다른 지역 도립극단의 좋은 점과 문제가 됐던 사안들을 검토해 향후 계획에 반영해달라”고 주문했다.
