【충북 브레이크뉴스】임창용 기자=충청북도 출연기관인 충북인재평생교육진흥원(충북인평원)이 경매 중인 건물을 매입하는 과정에서 1회 유찰된 금액보다 더 비싸게 부당한 과정을 거처 매입하면서 공금 낭비와 대가성 의혹이 있는 가운데 충북참여차치시민연대(시민연대)가 감사원의 공익감사 청구를 예고했다.

시민연대는 19일 오전 도청에서 기자회견을 갖고, 충북인평원은 법원 경매로 나온 우리에듀가 소유한 토지와 건물을 매입하는 과정에서 경매의 감정가 94억7500만원에서 1차 유찰되어 2차 경매가 75억8000만원으로 예정 되었으나, 경매에 참여하지 않고 양해각서를 통해서 1차 경매가 수준인 94억6천만원에 우리문고를 매입했다는 것이다. 

이 과정에서 충북인평원은 더욱 낮은 가격에 우리문고를 매수할 수 있었음에도 높은 가격에 매입하여 공금을 낭비하는 등 매입과정에서 특혜나 대가성 등 비상직적이고 의혹 투성인 것으로 드러났다. 또한 충북인평원은 기금관리위원회와 이사회에 2차 경매가 예정된 가운데 1차 경매가 수준의 매매 협상 기준가가 될 양해각서를 체결하여 매매협상 기준 가가 제시됐음을 보고 하지도 않았다.

시민연대는 의러한 의혹을 해결하기 위해 매매가격이 1차 경매가 수준의 매매 협상 기준가 산출될 양해각서를 체결한 충북인평원의 위법･부당행위 및 공익에 반하는 행위 등, 우리문고 매입 허가 부실 심사 여부에 대하여 감사원에 공익감사를 청구하겠다고 밝혔다.
