더불어민주당 임호선 의원(충북 증평·진천·음성)은 19일 국회의원회관에서 ‘생물다양성 협약에 따른 보호구역의 실태와 개선 과제’를 주제로 토론회를 열었다. 

이번 토론회는 안호영·어기구·서삼석·송옥주·김주영·윤준병·문대림·전종덕 의원과 그린피스, 산과자연의친구가 공동주최로 함께했다.

이날 윤여창 서울대학교 명예교수, 오충현 동국대학교 교수, 박종원 부경대학교 교수가 발제를 맡아 보호구역의 실태와 개선 방향에 대한 심층적인 분석을 제시했다. 윤여창 교수는 발제에서 “국제사회가 2030년까지 육지와 해양의 30%를 보호구역으로 지정하는 것을 목표로 삼고 있지만, 우리나라의 보호구역 관리 수준은 여전히 국제 기준에 미치지 못하고 있다”며 “실질적인 보호구역 강화가 필요하다”고 강조했다.

임 의원은 “보호지역 지정이 지역사회에 경제적 부담으로 작용하지 않도록 정부 차원의 실효성 있는 지원 대책이 마련되어야 한다”며, “생물다양성 보전이 지역 주민들의 희생만을 요구하는 정책이 되어서는 안 된다”고 말했다. 또, “보호지역 관리의 효과를 높이기 위해서는 지역 주민과의 협력을 강화하고, 보전 활동에 적극적으로 참여할 수 있도록 지원하는 방안도 함께 마련해야 한다”고 강조했다.

이번 토론회에서는 보호구역의 관리체계 개선, 주민 참여 강화, 보호구역 내 생태계 서비스 활성화 방안이 주요 과제로 제시됐다. 국회와 전문가들은 이를 반영한 법·제도적 개선을 추진해 나갈 계획이다.

Rep. Lim Ho-seon (Chungcheongbuk-do, Jeungpyeong, Jincheon, Eumseong) of the Democratic Party of Korea held a discussion on the topic of ‘Current status and improvement tasks of protected areas in accordance with the Convention on Biological Diversity’ at the National Assembly Members’ Hall on the 19th.
