조례안에는 △다중이용시설 불법 촬영 예방을 위한 도지사의 책무 △다중이용시설 불법 촬영 예방계획 수립 및 실태조사 △불법 촬영 방지를 위한 지원사업 및 재정지원 △신고 및 협력체계 마련 △교육 및 홍보 등의 내용을 담았다.

조례안을 대표 발의한 이 의원은 “소형 첨단 디지털기기의 발달과 보급으로 공중화장실 등의 다중이용시설에서 불법 촬영으로 인한 성범죄, 사생활 침해 등의 피해가 지속적으로 증가하고 있다”며 “다중이용시설에서의 불법 촬영을 근절하고 예방하기 위한 입법적 근거를 마련하기 위해 제안했다”고 밝혔다.

이 의원은 이어 “특히 불법 촬영기기 합동 및 상시점검반 운영과 민간에서도 관리자가 직접 불법 촬영기기의 설치 여부를 점검할 수 있도록 했다”며 “조례 제정을 통해 도민들이 불법 촬영으로부터 보다 안전하게 공중화장실 등 다중이용시설을 이용할 수 있을 것으로 기대된다”고 밝혔다.
