민선 9기 ‘By the Young’ 추진

[Video] North Chungcheong Province Head-on to Overcome Youth Population Crisis… Unexpectedly Announces 4 Key Youth-Led Tasks

Declaration of a ‘Youth-Led Great Transformation’… Nation’s First Introduction of a Youth Committee Directly Under the Governor and Budget System

Youth Creating the Future of North Chungcheong… Promoting ‘By the Young’ in the 9th Elected Term

North Chungcheong Province is embarking on a major transformation of its administration, moving away from government-led, supplier-centered governance to one where youth directly lead policy decisions, budget formulation, and execution.

On the morning of the 9th, North Chungcheong Governor Shin Yong-han held a press conference in the briefing room of the North Chungcheong Provincial Office and announced the ‘By the Young, Youth-Led Great Transformation of North Chungcheong’ plan for the 9th elected term, which aims to shape the future and sustainability of the province by youth themselves.

The reality currently facing the youth population in North Chungcheong Province is extremely serious. As of the second quarter of this year, the proportion of the youth population in North Chungcheong Province stands at 23.4%, falling below the national average of 24.9%. Furthermore, seven of the province's 11 cities and counties—including Jecheon, Eumseong, Okcheon, Boeun, Yeongdong, Goesan, and Danyang—have already dropped below the 20% mark. Compounding this is the worsening employment indicators, such as a decline in the youth employment rate and a rise in the unemployment rate, creating an urgent need for fundamental measures to enable young people to settle stably in the region.

In line with the government's national policy direction, North Chungcheong Province has finalized four key initiatives to allow youth to directly lead provincial administration.

First, to strengthen institutional authority, the province will establish the "Youth Committee Directly Under the Governor," the first of its kind in the nation. It will operate under a co-chair system consisting of the Governor and a youth representative, and the Youth Committee Chair will be granted the status of Honorary Governor to guarantee substantial authority as a partner in provincial administration. The committee will be composed of 100 young people from various walks of life, including university students, entry-level professionals, small business owners, and young farmers, and will directly design subcommittees that encompass all aspects of youth life, such as employment, entrepreneurship, housing, marriage and child-rearing, and culture. To this end, relevant ordinances will be enacted in cooperation with the Provincial Council, and the committee is scheduled to officially launch this coming November.

Second, the nation's first "Youth-Led Budget System" will be introduced, granting youth initiative in budgeting. This is a two-track budget system in which youth participate from policy planning to budget compilation; innovative ideas proposed by youth will be linked to the Youth Fund and initially implemented as pilot projects, which will then be expanded to the entire provincial administration once their effectiveness is proven. Furthermore, key policy tasks proposed by the Youth Committee will be reflected in the provincial general budget to establish them as sustainable policies.

Third, to turn ideas into policy, the "2-Day, 1-Night Employment and Entrepreneurship Mentoring Camp" will be regularized. Approximately 100 participants, including unemployed youth and early-stage entrepreneurs, will engage in an all-night intensive discussion combining close coaching from experts in various fields with a talk concert featuring the Governor. Outstanding proposals derived from the event will be submitted as formal agenda items to the Youth Committee and directly reflected in provincial policies.

Fourth, to organize implementation, a ‘Youth Policy Promotion Team’ directly under the Governor will be established. The existing team-level organization will be expanded and reorganized into a dedicated division-level unit to serve as the Committee’s secretariat, while a direct youth hotline to the Governor will be operated at all times to gather voices from the field in real time.

Furthermore, Chungcheongbuk-do plans to thoroughly review its existing 85 youth policies, totaling approximately 300 billion won, and organically reorganize them into life-cycle tailored youth policies that cover education, employment, housing, marriage, and child-rearing. Chungbuk Governor Shin Yong-han emphasized that he would boldly break the outdated practice of the administration unilaterally providing ladders and instead ask young people where and how to place them, deciding together with them. He stated that he would create a youth-led Chungbuk where young people are placed at the center of all provincial administration, where their voices become policy, and where their challenges become the vision of Chungbuk.
